V3Main is looking for a Sr Program Manager for an expansive IT Outsourced Managed Enterprise Architecture Services for its client.  
The Program Manager of Enterprise Architecture will be responsible for ensuring client has a robust and dynamic enterprise architecture that supports the integration and evolution of client IT and business strategy. Enterprise architecture is defined broadly and includes data, application, technology, and business architecture elements. Initially, the vendor will focus on the development, documentation (including reference architectures), and enforcement of client’s enterprise architecture standards, processes, strategies, and policies. The Program Manager will also drive change across the department to adapt and align client’s technical / systems architecture with its business needs, including defining new ways of applying technology. The Program Manager and team will continue to mature these architectural standards as needed to drive overall IT environment maturity.
Beyond traditional architecture, the vendor will proactively research and bring new ideas to implement relevant new and emerging technologies, processes, and best practices that can improve the performance of client IT and client more broadly. To ensure focus on desired business outcomes, the vendor will regularly gather, document, and validate ideas for improvement and innovation from client users through focus groups and interviews. The Program Manager/SME may also develop a process to facilitate others within the organization to develop and socialize their ideas. For the most promising innovation and improvement opportunities, the Program Manager and team will create and socialize business cases that include analyses of potential value and identification of impact on existing architecture and business processes.
The Program Manager of Enterprise Architecture will work in an integrated fashion with relevant client teams, including but not limited to client’s internal strategy and enterprise architecture teams, Research and Technology Implementation office (RTI), and Strategy Planning Division (STR), as well as other client Divisions and Districts and other third-party service providers. The Program Manager/SME will engage as needed with external research institutes.
 
  • Effective enforcement and governance of enterprise architecture standards across client environment on an ongoing basis – both at project approval as part of the Architecture Review Board (ARB) and during the execution of projects and programs
  • Proactive identification of new technologies and processes and how they can be applied to improve existing architecture and business processes
  • Higher adoption of industry best practices and proven technologies in client IT operations and client operations more broadly
  • Increased knowledge among client leadership of industry best practices and trends in IT, engineering, and transportation
  • Comprehensive application and adoption of proposed innovative technologies and processes based on user and third-party service provider input, business and IT needs, and industry trends and best practices
  • Proactive, informed, and prioritized implementation of innovative and best- practice technologies and processes based on alignment with client needs and potential value to the client
  • Proactive, effective partnership with client strategy and innovation teams, including but not limited to client’s strategy and enterprise architecture teams, and third-party service providers, to best leverage expertise and coordinate efforts
  • Adherence to industry best practices in enterprise architecture and the research and planning of new and emerging technologies and best practices
  • Develop and propose principles and guidelines for enterprise architecture team members to explicitly define their role in implementing EA standards and practices and take into consideration the need for a practical hands-on team that drives adoption and change
  • Track and report on progress against roadmap, including but not limited to provision of weekly or monthly status updates and identification and escalation of risks, issues, action items, and any divergence from original plans as requested by client
  • Propose and define performance metrics for enterprise architecture standards development and enforcement (e.g., % of applications aligned with architecture standards) and, upon client approval, track and report on metrics in weekly or monthly dashboards as requested by client
  • Adopt and apply principles of The Open Group Architecture Framework (TOGAF), client’s preferred enterprise architecture framework and methodology, across enterprise architecture planning, development, execution, and enforcement
  • Revise roadmap to reflect any changes in future state enterprise architecture vision
 
Job Responsibilities:
  • Coordinates with Program contract officers to enable the implementation of client solutions, technical strategies, goals and objectives. Develops and maintains relationships and partnerships with stakeholders, peers, vendors and partners. Manages the Gating process end to end and facilitates the coordination across multiple agencies within the client organization.
 
  • The PMO Director will be responsible to work with enterprise PMO for standardization across the Organizations and key initiatives for this role will be: Standard Processes, Standard Tools for Reporting purposes, Standard Operating Rhythm and Training Project Managers.
 
  • Responsible of providing direction, prioritization and structure to a multiple vendor team to enable efficient implementation and execution of the enterprise projects implementation.
 
  • Provides oversight to ensure the program’s/project’s approach and deliverables comply with company, client, quality, industry, and regulatory requirements. Facilitates and/or coordinates regular program/project reviews with staff and leadership to ensure consistent reporting and visibility to statement of work progress and utilization of best practices. Includes but not limited to use recruitment, risk issues and mitigations, opportunities management and progress reports.  Provides input on program and/or project goals, objectives and related metrics to ensure alignment with company vision/strategy. Supports staff in resolving or removing roadblocks to programs and projects. Measures and reports on performance to plan.
  
  • Builds strategic cross-functional and cross-organizational partnerships and alliances with stakeholders, peers and direct reports to resolve problems, improve processes or achieve goals. Develops and maintains highly constructive and cooperative interpersonal relationships with others.
 
  • Creates a culture of continuous improvement by communicating/deploying enterprise best practices and team engagement to improve cost, quality, delivery, job satisfaction and client satisfaction. Identifies opportunities to improve departmental processes.
 
  • Establishes and/or implements policies, procedures and documents to ensure consistent execution of processes within department/unit. Develops plans to ensure appropriate utilization of employee skills. Ensures proper job classifications of employees, collaborates with employees to develop goals, objectives and developmental plans and manages, evaluates and documents performance to plan on a regular, reoccurring basis.
 
  • Guides and helps the organization’s technical teams to understand and establish baselines. Leads the overall change management processes that drives technical decisions through the integrated schedules, and helps to establish and measure the Program Management Best Practices (PMBP) as utilized by Project Management Body of Knowledge (PMBOK).
  
  • Acts as an integral member of the IT Disaster Recovery Team, participating in the development and execution of disaster recovery plans and procedures.
 
  • Promotes and adheres to departmental and organizational information security policies, standards, and procedures.
 
Job Qualifications
  • Requires a Bachelor’s degree or higher in a computer science or a related field.
  • Requires 8-10 years of related infrastructure project/program management experience especially in Traffic and or Telcom Industries.
