GIS Analyst 
Location: Houston,TX or Austin, TX 
Positions: Multiple positions across the states 
Job Type: 6-12 + Month Contract + possible extenstion
Responsibilities:
  • Analyze and verify the potential outfalls and the potential mileages within the permitted area prior to field activity. 
  • Coordinates the transfer of outfall data with the State. 
  • QC of field data 
  • Facilitates the resolution of application function concerns and/or correction of problematic data 
  • Map creation 
  • Assist in mapping, screening, and follow-up work plan.
Qualifications:
The GIS Analyst must have a Bachelor’s degree in computer science, geography or related field, and five years of GIS experience. Experience may be substituted for education on a year-by-year basis. A minimum of four years of the total experience shall have been obtained within the past five years. Work experience may be substituted for education on a year-by-year basis; however, education may not be substituted for experience (i.e., a minimum of five years of work experience is required regardless of degree).  Experience must be sufficient to demonstrate the following: 
  • Expert knowledge of the ESRI suite of software (including ArcGIS Desktop 9.3 or later version), relational database management systems (including geodatabase administration, preferably using ArcSDE 9.3 or later version), and linking external Microsoft Access or Microsoft Excel databases to a GIS.
  • The GIS Analyst must demonstrate working knowledge of a Data Dictionary designed for collection of spatial data. The
  • GIS Analyst must demonstrate knowledge for validating features and attributes. Working knowledge is required for GPS coordinate systems (e.g., projection into Geographic Latitude/Longitudes coordinates using the WGS84 datum for final delivery). The GIS Analyst must demonstrate a successful completion of the post-processing of collected data including a completion of metadata file. Preferred is work experience associated with a transportation right of way and a TPDES/ NPDES MS4 permit. 
  • The GIS Analyst must demonstrate an ability to analyze, verify, and create field maps containing GIS data for MS4 or surveying projects.
  • Preferred project experience includes multiple technical areas listed in the previous paragraphs
