Title: Emergency Management Specialist / SME
Location: Houston,TX or Austin, TX
​Type: Long Term Contract or Full time.
This position directs and supervises the functions within the emergency operations center during emergencies, and assists the Director of Emergency Management with disaster planning, preparedness, response, and coordination activities, preparedness training, recovery efforts, and preparing and writing emergency plans and procedures for all-hazards emergency management.  

RESPONSIBILITIES;

  • Plans, organizes and directs the daily operations within the emergency operations center, assists with the implementation of the emergency operations plan when activated, and assists in coordinating activities in the emergency operations center as assigned;
  • Supervises the emergency operations center (EOC) activities as assigned, working with other department representatives collecting information, and develops the common operating picture;
  • Researches, develops, writes and maintains emergency plans for the State to emergency or disaster events;
  • Assists state jurisdictions with developing emergency and disaster plans and procedures;
  • Assists with designing and administering emergency/disaster preparedness training courses that teach State officials and team members how to effectively respond to major emergencies and disasters;
  • Ensures State officials and team members are trained in emergency management principles and activities;
  • Assists in instructing emergency management courses, and maintains emergency management training records;
  • Plans and organizes disaster drills and exercises and reviews results and makes recommendations for improvements;
  • Develops and maintains liaisons with partner agencies, departments, outside organizations, and similar entities in order to facilitate plan development, and response effort coordination;
  • Participates in State, Regional, and County disaster preparedness projects to enhance capabilities within State Emergency Management operations;
  • Processes requests for assistance and resources in order to address any specific needs during activations and emergencies;
  • Develops Situation Reports, and After Action Reports as necessary;
  •  Assists in collaboration with other State officials in order to prepare and analyze damage assessments following disasters or emergencies;
  • Conducts surveys to determine the types of emergency-related needs that will need to be addressed in disaster planning, or provide technical support;
  • May serve as State representative /liaison officer during emergencies as assigned;
  • Keeps informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation;
  • Serves as direct liaison with State IT to assist and ensure the EOC voice, video, and data network infrastructure is operational, and meets the needs of emergency management;
  • Ensures security and access policies and procedures for EOC are in place and maintained;
  • Ensures effective use of GIS technology requirements within the EOC; develops plans to implement new and modified technology to help meet the needs within emergency management;
  • Trains and assists end users in the EOC with application implementation of applicable software;
  • Researches, evaluates, recommends and implements new GIS technologies, and applications systems;
  • Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, reviewing mail and literature, attending and conducting meetings, etc.;
  • Remains available 24 hours per day, seven days per week, for emergency response;
  • Attends periodic training sessions, and attends conferences and meetings to keep current on emergency management trends and industry best practices; and
  • Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK: 
  • High school diploma or GED;
  • Ten (10) years of relevant full-time work experience in Public Safety or Emergency Management environment which provides the required knowledge, skills and abilities;
  • NIMS IS-100, IS-200, IS-700, IS-800 certifications;
  • ICS-300, ICS-400 certifications;
  • FEMA All-Hazards certification is preferred;
SPECIAL REQUIREMENTS: 
  • Skill in the use of Microsoft Office;
  • Experience in public safety activities, Emergency Plans Management,  budgeting, procurement, information technology systems, emergency response, assisting and instructing, developing training curriculum, and experience in effective and efficient operations of incident management principles.
