PMO Director - IT Program, Project Execution and Management
Cert Program Manager Level V resources needed for extensive Program Management IT projects.

V3Main is looking for a Sr Program Manager for an expansive IT Outsourced Managed Program, Project execution and Management Services for its client.  
 
The PMO Director of Program and Project Execution and Management will be responsible for delivering client’s program(s) and project(s) on time and on budget to fulfill client’s administrative, business, and engineering vision and needs. The client may require either waterfall or non-waterfall (i.e., agile) methodologies depending on project type and needs. Additionally, PMO is expected to follow the client’s Project Delivery Framework, including but not limited to preparation and support of documentation for QAT approval.  
 
Client projects span a variety of program towers, including but not limited to applications, infrastructure, data, and security. Client programs and projects help drive the development of new technology and business solutions, facilitate continuous improvement of existing technologies, gain cost efficiencies in existing processes and technologies, and address specialized engineering and transportation requests. Project scope and, accordingly, duration and resource requirements; vary widely depending on business and IT requirements for a given project.
 
Projects or project services may involve but are not limited to the following activities:
  • Application decommissioning and replacement
  • Application development
  • Application / software deployment and installation
  • Application testing
  • Asset management
  • Data and information management projects (e.g., Big Data management, metadata management, data integration, artificial intelligence, data security)
  • Oversight of a large or complex program or project executed by another third- party service providers (i.e., serving independent verification and validation role)
  • Process automation
  • Provision of project manager to manage a program or project executed by another third-party service provider
  • Provision of scrum master / agile coach or other individuals experienced in agile project execution to manage or support a project
  • Training of client users and Information Management delivery team members on project delivery and management skills (i.e., application of agile methodologies)
  • Traffic management system enhancements
  • Web design framework and standards

  • Automation of traffic metric publication on Engineering Operations dashboard
  • Decommissioning and replacement of human resources management system
  • Development of data lake / data storage repository
  • Development of meteorological evaluation tower application
  • Development of network enterprise architecture standards and documentation
  • Execution of software / operating system refresh across desktops and laptops of engineering services users
  • Identification and implementation of straight line diagram software
  • Installation, integration, and deployment of new facilities management system
  • Major enhancements to bridge design and analysis software
  • Reconfiguration of server racks to reduce service interruptions
  • Remediation and migration of critical application from legacy servers to new, state-consolidated servers hosted by DCS or cloud service provider
  • Replacement and enhancement of complaint tracking system
  • Replacement and enhancement of worker’s compensation system
  • Replacement and enhancement of HUB (Historically Underutilized Business) / DBE (Disadvantaged Business Enterprise) system
  • Replacement of legacy core intranet application with new Microsoft SharePoint Intranet application
  • Replacement and upgrade of LAN switches and IP routers
  • Testing and planning for enterprise-wide Windows 10 and Office 2016 upgrade
  • Upgrade of Client’s ServiceNow platform
 
Job Responsibilities:
  • Coordinates with Program contract officers to enable the implementation of client solutions, technical strategies, goals and objectives. Develops and maintains relationships and partnerships with stakeholders, peers, vendors and partners. Manages the Gating process end to end and facilitates the coordination across multiple agencies within the client organization.
 
  • The PMO Director will be responsible to work with enterprise PMO for standardization across the Organizations and key initiatives for this role will be: Standard Processes, Standard Tools for Reporting purposes, Standard Operating Rhythm and Training Project Managers.
 
  • Responsible of providing direction, prioritization and structure to a multiple vendor team to enable efficient implementation and execution of the enterprise projects implementation.
 
  • Provides oversight to ensure the program’s/project’s approach and deliverables comply with company, client, quality, industry, and regulatory requirements. Facilitates and/or coordinates regular program/project reviews with staff and leadership to ensure consistent reporting and visibility to statement of work progress and utilization of best practices. Includes but not limited to use recruitment, risk issues and mitigations, opportunities management and progress reports.  Provides input on program and/or project goals, objectives and related metrics to ensure alignment with company vision/strategy. Supports staff in resolving or removing roadblocks to programs and projects. Measures and reports on performance to plan.
  
  • Builds strategic cross-functional and cross-organizational partnerships and alliances with stakeholders, peers and direct reports to resolve problems, improve processes or achieve goals. Develops and maintains highly constructive and cooperative interpersonal relationships with others.
 
  • Creates a culture of continuous improvement by communicating/deploying enterprise best practices and team engagement to improve cost, quality, delivery, job satisfaction and client satisfaction. Identifies opportunities to improve departmental processes.
 
  • Establishes and/or implements policies, procedures and documents to ensure consistent execution of processes within department/unit. Develops plans to ensure appropriate utilization of employee skills. Ensures proper job classifications of employees, collaborates with employees to develop goals, objectives and developmental plans and manages, evaluates and documents performance to plan on a regular, reoccurring basis.
 
  • Guides and helps the organization’s technical teams to understand and establish baselines. Leads the overall change management processes that drives technical decisions through the integrated schedules, and helps to establish and measure the Program Management Best Practices (PMBP) as utilized by Project Management Body of Knowledge (PMBOK).
 
  • Acts as an integral member of the IT Disaster Recovery Team, participating in the development and execution of disaster recovery plans and procedures.
 
  • Promotes and adheres to departmental and organizational information security policies, standards, and procedures.
 
Job Qualifications:
  • Requires a Bachelor’s degree or higher in a computer science or a related field.
  • Requires 8-10 years of related infrastructure project/program management experience especially in Traffic and or Telcom Industries.
